520 _aAccording to a three year government interim review, the restructuring of social rents in England has ensured a fairer and more coherent system. Although there are a few areas of the policy that need amending, overall it is working well. The policy aims, over a 10-year period (which started from April 2002), to encourage councils and housing associations to set their rents within +/-5% of the levels given by a national formula that reflects property size, location and condition. http://www.odpm.gov.uk/pns/DisplayPN.cgi?pn_id=200 4_0156
