520 _aConsiders the "National strategy for housing market restructuring", devised by the Chartered Institute of Housing in partnership with the National Housing Federation in response to government admission that 50% of areas experiencing low demand and abandonment are outside areas covered by the nine housing market renewal pathfinders. The strategy recognises that low demand problems actually exist along a varying continuum as illustrated by the four areas in northern England and the Midlandsexamined in the strategy. These areas share the same market dysfunction blighting the pathfinder areas but also manifest crucial differences.
