Explains that there have been attempts before to address the way that extensions are dealt with and now an amendment has been incorporated into JCT documents which changes contractual relationships dramatically by creating the role of risk manager. It allows the risk manager to specify the format of records to be kept by the contractor, imposes liquidated damages in the event that the contractor does not provide these programmes or records, and gives them the job of dealing with the assessment of contractor's applications for extensions of time. Notes that this amendment has been criticised for being legally inconsistent and too long and complicated.
