520 _aAccording to new research commissioned by LexisNexis, small businesses are losing 12 working weeks a year to red tape. The report, "Small business monitor: survey results: summer 2004", found that owner-managers of small firms (typically employing three or less people), are having to spend an average of almost 460 hours a year - equivalent to 61 working days - dealing with administration on official regulations, legislation and tax. Due to problems such as these, many small businesses cited red tape as the reason why they would not recommend someone to start their own business.
