520 _aPlans to save millions of pounds through council efficiencies are under threat from an officer skills shortage and lack of commitment by members. While 92% of councils said they had a procurement strategy in place, almost two-thirds admitted they did not have the necessary skills to implement PFI/PPP projects, and 73% lacked the resources. The biggest barriers to joint working were named as local politics, lack of willingness to co-operate, fear of losing control, parochial attitudes, differing cultures and departmentalism.
