520 _aAn independent review, "Evaluation of the long-term impact of the Best value regime: first interim report", has been published by the ODPM. It shows an encouraging picture of the government's Best value regime and the key role it plays as the cornerstone for improvement and performance management in local government. The findings show that 76% of respondents reported that their authorities encouraged innovation in 2002 (compared to 66% in 2001) and 82% reported that their authorities were interested in developing public-private partnerships during 2002 (compared to 44% in 2001).
