520 _aA survey of around 200 local authorities has revealed that councils spent more than two thirds of total planning delivery grant allocations for 2003/04 on recruiting additional staff and improving IT systems to help with the administration of planning caseloads. "Evaluation of planning delivery grant 2003/04" was carried out by Addison and Associates with Arup on behalf of the ODPM and can be viewed at: http://www.odpm.gov.uk/stellent/groups/odpm_planni ng/documents/page/odpm_plan_031090.pdf. Planning delivery grants were issued to all authorities in 2003/04, the minimum amount given being £75 000.
