520 _aAccording to the "RICS housing market survey Great Britain: August 2004", an overall decline in house prices has been recorded for the first time in over a year. This follows a run of three interest rate rises and implies that prospective buyers are taking heed of rising borrowing costs. London, south- east England and the eastern regions have reported the biggest falls while prices continue to steadily rise in Scotland and north- east England.
