520 _aAccording to the "2003 tenanted farms survey", carried out by the Central Association of Agricultural Valuers, there was a decline in all levels of activity in both England and Wales. There was less fresh land let than in any year since farm business tenancies were introduced in 1995, partly due to uncertainty over the latest round of CAP reform. Tenants perceived to be new entrants took 9% of the new lettings, up from 6% in 2002. The area let on new farm business tenancies declined from 188 000 acres in 2002 to 146 000 in 2003.
