The report harks back to the roots of the new town movement and suggests that a new version of these may be the way forward for sustainable development. It puts forward the proposal that mixed-use walkable communities of 20 000 to 30 000 people would be large enough to support high-quality urban life, yet small enough to avoid reliance on cars.
