"RSS14 for the East of England: report of the strategic environmental assessment" warns of chronic shortages of piped water, the risk of floods, harm to the environment and wildlife, adverse effects on town-scapes, a slump in the regions' quality of life and a battle for land between the public sector and private enterprise.
