520 _aGovernment is proposing councils in England should have allowances totalling £3.37bn to improve the management and maintenance of their council homes. The additional resources will be made available through the Housing revenue account. - which covers management and maintenance allowances. This would represent an increase per dwelling from 2004-2005 of almost 11% in cash terms - an extra £144 for each dwelling.
