520 _aThe proposed Gambling Bill is felt not to go far enough in preventing unwanted casinos springing up in every town. Government is now set to amend the planning law to prevent casinos opening up via a loophole - at the moment the law allows any leisure facility, such as a cinema or swimming pool, to be converted to a casino without triggering planning controls. It also wants to impose a new duty on councils to consult local communities, to prevent them being bribed into approving unwelcome casinos.
