The revised regulations, which reflect the changes published on 31 March 2004, are likely to come into force in the UK around January 2006. Meanwhile public authorities are encouraged to comply with the provisions of the new directive (Directive 2004/18/EC), in advance of the regulations themselves. The most important changes concern electronic auctions, dynamic purchasing systems, competitive dialogue, environmental issues, framework agreements and contract award criteria. Concludes some of the provisions are unlikely to improve purchasing procedures, but others may be helpful.
