520 _aShelter has produced a report which claims that more affordable homes must be built in the countryside to safeguard rural life. "Priced out" reveals that ownership of second homes in rural areas has risen by 15% since 2003. Almost a quarter of council houses in the countryside have been sold off over the past 15 years, while house prices in rural areas have risen faster than in urban areas. The report calls for council tax on second homes to be doubled to reflect communities' loss of a scarce housing resource.
