520 _aConsiders the implementation of the Strategic Environmental Assessment Directive (2001/42/EC) (SEA) in Scotland. The SEA came into force in July 2004. SEA is a process for the early identification and assessment of the likely environmental effects, positive or negative, of certain public sector programmes and plans including private companies undertaking functions of a public nature under government control or direction. The directive is being implemented separately in each UK country. Looks at the Environmental Assessment of Plans and Programmes (Scotland) Regulations (SSI 2004: 258) and their effect on the development plan process as described in SEDD Circular 2/2004. Outlines the jurisdictional differences in the implementation of SEA across the UK.
