| 520 | _aCABE has voiced concern that fear of anti-social behaviour is leading to the creation of a fortified urban environment. "Policy note: preventing anti-social behaviour in public spaces" has found that community groups estimate that 31% of parks suffer from unacceptably high levels of vandalism and behaviour-related problems. An estimated £64m is spent each year on repairing or replacing vandalized or misused items in parks but CABE believes that vandalism and graffiti are usually best tackled by investing in the design, maintenance and staffing of parks and public spaces, not by relying on CCTV. CABE supports the Green Flag Award scheme which recognizes the value of high quality green spaces to communities and their quality of life.
