520 _aLocal authorities are using a range of initiatives to bring empty properties into use .These include offering interest-free loans to owners for example Burnley Borough Council, using a matchmake scheme to march owners of unoccupied properties with potential buyers on its lists who are willing to consider them for purchase even if they need extensive work. Kent County Council launched its No Use Empty campaign in 2005 which offers 3 forms of financial assistance, including a loan scheme to help owners and developers refurbish or convert empty homes, a partnership fund with District Councils in the county to take enforcement action such as issuing CPOs and a direct purchase scheme allowing council to acquire empty properties for development into housing.
