520 _aA Climate Change, Environment, and Infrastructure Committee report on decarbonising the private housing sector recommends: the Welsh Government provides clearer and stronger strategic direction to the industry and other actors to help drive progress towards decarbonising homes; if the Minister does not intend to develop and publish a comprehensive housing decarbonisation strategy, she should explain the change in position; the delivery plan for housing decarbonisation must include key milestones and interim targets for the privately owned sector; and the minister must publish an interim report on findings of the Optimised Retrofit Programme to date. The Committee argues that council tax and land transaction tax should be part of a package of incentives to get homeowners to make their properties more energy efficient.
