The aim was to ascertain whether local authorities are using their statutory powers and if urgent works notices are effective in protecting historic buildings from disrepair. Concludes that local authorities do not serve the notices due to a fear of the cost of carrying out repairs but that urgent works notices do protect historic buildings when they are used.
