Since 1985 Bristol City Council has been developing an effective and coherent strategy to deal with large numbers of empty homes. Describes this strategy, which is made up of three main elements : 1) the creation of an empty property register, which is updated monthly; 2) use of compulsory purchase order powers to force reluctant owners to act and 3) an organised disposal policy for moving on the properties acquired by compulsory purchase to more co-operative ownerships such as housing associations .
