For the purposes ofthe survey repair was defined as referring to faults which were a threat to the occupant`s health, safety , security and comfort and any other defects which, if not, remedied quickly, would rapidly become more expensive to rectify. Using this yardstick the evidence showed that 12.9% of the total stock was in a poor state of repair.
