CA held, dismissing the appeal that the SOS was entitled to conclude that decisions as to the size, timing and location of a business park, the development of which was one of the policies in the county structure plan , should be submitted to the local plan process due to the substantial impact and consequences of such a development and it was premature to grant permission for such a park before the local plan had been formed.
