520 _aIn Regina v Hackney London Borough Council , Ex parte Gransils Investments Ltd QBD 21 Janury 1988, the court dismissed an application for judicial review against a notice of entry and a notice to treat served on Gransils Investments (G) by Hackney. G owned a property subject to a cpo. The council agreed not to enforce the order if G renovated the property with an improvement grant and made it available for letting; (the property was situated in a housing action area ). On completion G sought to repay the grant, thus avoiding the conditions imposed by the grant.
