520			_aPart IV of the Local Government and Housing Bill introduces a new system to control local authority capital expenditure from 1 April 1990. This article discusses the implications of these proposals for joint ventures between local authorities and the private sector , looking at four different types of arrangement: sale of the local authority`s freehold interest in land in return for a covenant to build; site assembly, sale and leaseback, barter and joint venture companies.
