C emigrated and handed management of the premises to the first defendant (W). W became ill and handed management over to the second defendant (M), who harassed S. S claimed damages under Housing Act 1988 ss27 and 28. Held, that the Housing Act 1988 imposed liability on the landlord and anyone acting on his behalf but that only the landlord was liable to pay damages.Therefore, no claims for damages could lie against M as a joint tortfeasor.
