520 _aCA 4 July 1990. The appeal site lay within the North Cheshire Green Belt . Outline planning permission was refused on Green Belt grounds and the desirability of retaining an open field as a wedge between the village and a previous residential development. On appeal the inspector recommended that it should be allowed. This was upheld at HC on the grounds that the SoS`s decision letter was inadequate and unsatisfactory. As a result the Minister re-opened the matter. The decision was upheld by CA who also stated that an inspectors planning appeal should not be used to re-open the debate on the actual line of the Green Belt.
