520 _aUnder the Housing and Planning Act 1986 , simplified planning zones were introduced to reduce the burden of land use controls , and to boost development confidence within the designated area. However, the take-up rate for an apparently radical scheme, has been distinctly low. Various changes to improve matters have been proposed, but the author considers that the basic idea is fundamentally flawed, and the schemes are not applicable to local market conditions. The new proposals are therefore unlikely to have much effect.
