An exception is the use of land which forms part of, or adjoins, land on which building or engineering operations are being carried out. The article considers the question of the DIY housebuilder who lives in a caravan on a site for which he has planning permission for a dwelling and problems for the local authority when such a person is in no hurry to pursue the building works as in Adams v Shadey . | ||
