520 _a"Doncaster BC v Green and others" CA 11 November 1991. An appeal against an injunction to restrain illegal development of a gypsy caravan site, was allowed. It was held that there was no reported case of an injunction being issued before an enforcement notice has taken effect or a stop notice has been issued and that the court did not have jurisdiction to grant the injunction; planning control has a complete statutory code and rules should not derive from private law. It was also noted that there are special concessions for gypsies in the planning system and relevant circulars.
