The applicants, property managers , sought judicial review of the council`s refusal to pay housing benefit to tenants of its properties because the rents were unreasonably high. The court favoured the council, finding that the landlords targeted tenants, who, under Regulation 11(3) of the Housing Benefit (General) Reulations 1987 , could not easily have their benefit reduced when paying a rent well above market level.
