This commences by examining the interaction between unemployment and migration and considers the policy initiatives which attempt to lower the barriers to migration. Concludes, that inflexibilities in the housing market form a major obstacle to labour mobility and that none of the three major categories of housing tenure offer a satisfactory solution to the problem.
