520 _aExplores the early history of aesthetic control in England and Wales and its gradual emergence as part of a near-comprehensive system of development control in 1947. The development of legislation, government advice, local initiatives and public pressure are described. The tension between local initiatives for greater control, and central government`s preference for design freedom for developers, is identified and the origins of the architectural profession`s antipathy to control are explained. The position of aesthetic control in the post-war planning system is examined and the immediate modifications made to its practice are analysed and related to current controversies.
