520 _aQBD 8 March 1991. Appeal from inspector`s decision to uphold a refusal of planning permission for demolition of an existing building and erection of an office building with basement car park. Inspector concluded that under Development Control Policy Note 5 (DCPN 5) the development could be prejudicial to a future proposed retail centre and public multi-storey car park. QBD held, allowing the appeal, that the inspector had misinterpreted DCPN 5 which stated that permission may be refused for private development which conflicts with public proposals, but only if firm proposals exist which it is intended to carry out within a definite period.
