An appeal by Tesco Stores Ltd under the Town and Country Planning Act 1971 against the refusal of planning permission for a superstore development on land on the urban fringe of metropolitian green belt. Existing planning permission was for Class B1 business use. Pehrsson v SOS for Environment 1991 considered. Tesco argued that although its application might be considered an inappropriate development for the green belt, it was one which might be considered for special circumstances under Paragraph 13 of PPG2. Held that the application was not one for which special circumstances could be granted. Appeal dismissed
