(E) raised the question of whether the Inspectors had applied the right test in considering and deciding between the proposals of the Local Plan scheme on the one hand and the proposals of the EGLOG sale on the other. Held that the Inspectors had applied the correct test and were correct in rejecting the use of presumption in favour of development guidance laid down in PPG15. Application dismissed.
