The applicants, having adjusted an initial application for planning permission to meet objections, had their second submission refused on different grounds. They claimed that the second decision could not be justified since it failed to treat the first decision as a material consideration. It was held that previous decisions were a material consideration but the inspector had dealt adequately with the previous decision.
