520 _aCA 16 July 1992. In the early 1980s the council decided to build a new Civic Centre and invited applications from contractors to be entered onto the tendering list. On 31 March 1983 F applied to be on the list. The letter showed D as a local director whose wife was a senior assistant architect employed by the council. In November the council shortlisted six companies including F who were to be invited to tender. By this date D`s wife had become principal architect to the council. In June 1984 F and four other companies submitted their tenders. D`s wife wrote to the Borough Engineer disclosing an interest under Local Government Act 1982 s117 although he had realised the situation before this. D`s wife was due to be on the appraisal team however the Borough Engineer had second thoughts and took her off the team replacing her with the County Architect. He also took counsel`s opinion and reported to the Finance Policy and General Purposes Committee removing F from the tender list althoug
