520 _aClause 19 of the King`s Cross Railway Bill, permitting the abandonment of statutory controls on listed buildings, monuments, and conservation areas for the development of a 97-acre site in London was opposed at committee stage in Parliament. It was deleted from the Private Bill and the committee`s report criticised the procedures for implementing planning provisions in Private Bills generally. This paper takes up that view and explores its consequences for other similar works legislation.
