520 _aIn Attorney General v Barratt Manchester Ltd and another , QB 19 January 1990, it was held that an agreement between a landowner and a local authority under Town and Country Planning Act 1932 s34 restricting the future development of the land did not necessarily lapse if no scheme pursuant to it was ever approved by the minister; might by abrogated by a subsequent agreement between these parties` successors in tile and did not give rise to such a public right as entitled the Attorney General to enforce it in a relator action.
