The premises in question Westminster City Hall in Victoria Street are let to the defendant tenant Westminster CC on a 99-year lease by plaintiff landlord Land Securities plc. Lease provides for rent review at which the rent is to be fixed at two thirds of the fair market rack rent at the review date. The review which took place in March 1991 was referred to arbitration. The arbitrator issued directions that normal rules of evidence should apply.
