A disputed application for planning permission went to public inquiry, but the resulting settlement, in which the applicants foresook their costs, was not approved by B`s planning committee. When compromise was achieved the developer resumed its claim for costs, which was upheld by the inspector. On appeal, B was granted judicial review and the inspector was held to have acted unreasonably.
