520			_aIn R v Commission for the New Towns ex parte Tomkins and another , CA 25 October 1988, it was held that the 1983 guidelines, which advised that surplus land be offered back to former owners, cannot be taken as a general authority of the SoS Environment under New Towns Act 1981 s37(3) and that the statutory duty to obtain the best reasonably obtainable consideration followed similar wording to the Settled Land Act 1925 .
