The district council accepted the principle of residential development but now required the site to be used for `affordable housing`. On appeal the Inspector considered that the main issue for determination was whether the proposal should make provision for affordable housing. On these grounds the appeal was dismissed. E appealed and this too was dismissed on the grounds that the affordable housing policy was clearly stated in the local plan and was therefore a material consideration. | ||
