520 _aQBD 25 July 1994. The applicant (E) sought consent for residential development for which outline planning permission has been granted. The district council accepted the principle of residential development but now required the site to be used for `affordable housing`. On appeal the Inspector considered that the main issue for determination was whether the proposal should make provision for affordable housing. On these grounds the appeal was dismissed. E appealed and this too was dismissed on the grounds that the affordable housing policy was clearly stated in the local plan and was therefore a material consideration.
