520 _aQBD 20 May 1994. The applicants (P) are owners of a site of open land identified on the local plan as a site for housing, phased for development after 2001. Following a local plan inquiry the Inspector recommended that this site`s development be brought forward to 1996-2001. The borough council (R), did not accept this and altered the phasing of development under the plan in respect of other sites without bringing forward P`s site and refused to reopen the inquiry on the grounds that `other factors have been taken into account`. P objected and the Planning and Development Committee held that the plan should be adopted forthwith. P challenged the validity of the plan on the grounds that R failed to give adequate reasons for rejecting the Inspector`s recommendation and was in breach of Town and Country Planning (Structure and Local Plans) Regulations 1982. This application was dismissed on the grounds that R`s reasons were adequate and intelligible.
