The tenants had stated an intention to acquire the freehold interest under the Leasehold Reform Housing and Urban Development Act 1993 s24. They applied to the tribunal to determine the price to be paid for the freehold. The price was determined at £4,225; a capitalisation rate of 13% was adopted. Any value of the insurance commission would be refelected in the auction price of the freehold ground rents and was not valued separately. The price included a share of the marriage value.
