520 _aIn Mayhew v Free Grammar School of John Lyon CA 21 May 1991, the CA upheld the principle that the timetable laid down in Housing Act 1974 Sched 8 to facilitate a tenant to apply for the rateable value of the premises to be reduced in order to purchase the freehold under the Leasehold Reform Act 1967 was mandatory . Therefore, a tenant who is out of time and having been refused an extension of time by the cc, could not initiate the procedure over again by serving a second notice.
