520 _aQBD 26 June 1997. Two identical planning permissions were refused for erection of a detached house and garage on land adjoining applicant`s property. With no apparent change of circumstances a third application succeeded. In all three cases the officers advised against grant of planning permission. The council gave as the reason for its change of heart that the police supported the building of the house as additional security. An application for judicial review was sought citing the reason as irrevelant and incorrect. Application allowed.
