520 _aLocal authorities will be obliged to show that they can improve the quality of life for run-down council estate tenants before being eligible for extra cash payments for improvements under the Housing Action programme . Environment Secretary Michael Heseltine has announced an extra £60m for the estate action programme from April 1991. However, the London Housing Unit predicts local authority spending on improvements and repairs will still fall.
