PPG6 (1988 version) advised applicants should be considered on their own merits without regard to the commercial effects on any other retailers unless the vitality and viability of a city centre would be affected. Applicants contended that the Inspector had misunderstood PPG6. Held that PPG6 provided the background to structure plan policy and where there was need on a more appropriate site, that would be justification for refusing planning permission for an out of town site.
